Bangladesh Bank has authorized the payment of all education-related fees using international cards to facilitate transactions for Bangladeshi students studying abroad. The central bank issued a notification regarding this matter today, Monday (August 10). The notification states that Authorized Dealer (AD) banks may now issue debit, prepaid, or credit cards to cover tuition fees and other education-related expenses at foreign educational institutions. This decision has been taken in response to the growing demand from students, as foreign universities and international admission platforms currently accept payments via international cards. According to the notification, these cards may be issued in the name of the student or the person bearing their educational expenses. The cards can be used to pay tuition fees and other approved education-related expenses to foreign educational institutions. Bangladesh Bank has stated that these education-related transactions will be treated separately; meaning, such payments will not be counted against existing travel quotas or other foreign currency facilities. However, the prescribed regulatory guidelines and formalities must be followed regarding the use of the card. Authorized Dealer (AD) banks have been instructed to ensure that the card is used solely for approved education-related payments within the stipulated timeframe. Furthermore, instructions have been issued to maintain proper records of transactions and to report details of all transactions to Bangladesh Bank using the designated 'purpose codes'.



বিদেশে পড়াশোনা করা বাংলাদেশি শিক্ষার্থীদের জন্য লেনদেন সহজ করতে আন্তর্জাতিক কার্ডের মাধ্যমে শিক্ষা সংক্রান্ত যাবতীয় ফি পরিশোধের অনুমতি দিয়েছে বাংলাদেশ ব্যাংক। আজ সোমবার (১০ আগস্ট) এ সংক্রান্ত একটি প্রজ্ঞাপন জারি করেছে কেন্দ্রীয় ব্যাংক।

 প্রজ্ঞাপনে জানানো হয়েছে, অনুমোদিত ডিলার (এডি) ব্যাংকগুলো এখন থেকে বিদেশি শিক্ষাপ্রতিষ্ঠানে টিউশন ফি এবং শিক্ষা সংক্রান্ত অন্যান্য ব্যয় মেটানোর জন্য ডেবিট, প্রিপেইড বা ক্রেডিট কার্ড ইস্যু করতে পারবে। মূলত বিদেশি বিশ্ববিদ্যালয় এবং আন্তর্জাতিক ভর্তি প্ল্যাটফর্মগুলো বর্তমানে আন্তর্জাতিক কার্ডের মাধ্যমে অর্থ গ্রহণ করায় শিক্ষার্থীদের ক্রমবর্ধমান চাহিদার পরিপ্রেক্ষিতে এই সিদ্ধান্ত নেওয়া হয়েছে।

প্রজ্ঞাপন অনুযায়ী, শিক্ষার্থীর নামে অথবা তার শিক্ষার ব্যয় বহনকারী ব্যক্তির নামে এসব কার্ড ইস্যু করা যাবে। কার্ডের মাধ্যমে বিদেশি শিক্ষাপ্রতিষ্ঠানের টিউশন ফি এবং অন্যান্য অনুমোদিত শিক্ষা-সংক্রান্ত ব্যয় পরিশোধ করা যাবে।

বাংলাদেশ ব্যাংক জানিয়েছে, শিক্ষা-সংক্রান্ত এসব লেনদেন আলাদাভাবে বিবেচনা করা হবে। অর্থাৎ, এ ধরনের পরিশোধ বিদ্যমান ভ্রমণ কোটা বা অন্যান্য বৈদেশিক মুদ্রা সুবিধার আওতায় গণনা করা হবে না।

তবে কার্ড ব্যবহারের ক্ষেত্রে নির্ধারিত নিয়ন্ত্রক বিধিবিধান ও আনুষ্ঠানিকতা অনুসরণ করতে হবে। এডি ব্যাংকগুলোকে নির্ধারিত সময়সীমার মধ্যে শুধু অনুমোদিত শিক্ষা-সংক্রান্ত পরিশোধেই কার্ড ব্যবহারের বিষয়টি নিশ্চিত করতে বলা হয়েছে।

এ ছাড়া লেনদেনের যথাযথ রেকর্ড সংরক্ষণ এবং নির্ধারিত 'পারপাস কোড' ব্যবহার করে বাংলাদেশ ব্যাংকে সব লেনদেনের তথ্য প্রতিবেদন করার নির্দেশ দেওয়া হয়েছে।
